Tenant Utility Allowances (UA)

For those projects with Tenant Utility Allowances (UA)
Owners are required to submit annual UA Surveys. HUD has issued new instructions for
preparation/submission of annual UA Surveys with Section 8 Contract
Renewals/Annual Rent Adjustments and with Section 202 PRAC Annual
Budget-based renewals.
Owners/Agents must now establish a Tenant Utility
Analysis (TUA) Baseline; HUD will not accept any other type annual TUA
mythology. Multifamily property owners and agents (O/A) must
establish baseline utility allowances for each of their bedroom sizes.
For the two years after the baseline is established, O/A
have the option to perform a factor-based utility analysis using HUD
published Utility Allowance Factor (UAF).
